Msdos related issue?

i made the mistake of taking a friends advice while trying to repair what i thought was a simple driver related problem. He told me to change throttling from 4x to 5x. I should have not done it because i wasn't sure what i was doing. Anyway, now my pc won't turn on. Well it does but the doesn't appear to be power going to my keyboard or video card. nothing comes on the screen but i hear the fans running.|||Reset the CMOS|||Well, I think you have learnt your lesson perfectly. Do not do anything unless you are sure of. You should have asked for help from IT professionals or the Internet(Yahoo! Answers included).
