Can a Video Card be Repaired?

I just bought an eVGA 8800gtx from ebay. I already have one in my PC and i wanted to do SLI, before i hooked them both up i wanted to check and see if the new one worked by itself. Big surprise, i get a blank screen when i boot up. I plugged my old one back in and it works fine so obviously the new one is a dud. My question is, can i take it somewhere to be repaired or is it just an expensive paper weight now?|||Unless you can return it, it's just an expensive paperweight. Because you got it from ebay, you can't RMA (return for replacement) it.
